Scope of Work for DRGR and Mining Study

Lee County, Florida is requesting letters of interest to provide an update and analysis of the county’s reports addressing groundwater resources. The primary location of these resources is in the “Density Reduction/Groundwater Resource” (DRGR) land use category as described in the Comprehensive Plan. An excerpt is provided below .

The analysis will include a review of the existing studies and literature (see Attachment 1), and provide updated technical documentation to assess the recharge, fluctuation and flow regime, and production capability of Lee County’s groundwater and surface water resources. Recommendations should also be provided regarding the effectiveness of the existing designation in relation to water resources, whether any recognizable changes in resources have occurred (increase or decrease), and any notable issues or trends with regard to groundwater or surficial aquifers meeting natural and/or human demands. The review will include but not be limited to evaluation of existing studies, water use permits, utility plans, well logs, aquifer performance tests, county files and other information as necessary.

A second component of the study is an evaluation of mining. Commercial mining/excavation activities are an important resource and are allowable in the DRGR land use category. While important to the local economy, their impacts have been problematic. The purpose of the review is to update or determine the following: location and quality of mineral resources, evaluation of the current capacity of approved mining activities, evaluation of the future need for mining material, and the effects of mining activities on water resources and the water budget.

Additionally, the adjacent City of Bonita Springs is conducting a review of its DRGR area, and this study will require coordination with the city.
